The National Marine Equipment Quality Inspection Center (NMEI) and NMEI Co., Ltd. Successfully Obtained the "Three-in-One" Accreditation for Item Expansion

On October 25 and 26, 2019, Certification and Accreditation Administration of the People’s Republic China, the China National Accreditation Service for Conformity Assessment and Defense Science and Technology Industry Laboratory Accreditation Committee jointly appointed an expert panel to conduct on-site review of the qualification of National Marine Equipment Quality Inspection Center (hereinafter referred to as "the NMEI Center") and the NMEI Co., Ltd. for the “three-in-one” item expansion, namely laboratory accreditation (CNAS), qualification accreditation (CMA) and national defense laboratory accreditation (DILAC).

In this review, the NMEI center applied for the accreditation of its expanded capacity for testing 35 categories of objects such as wires and cables, photovoltaic products, charging piles and lightning rods involving 676 test items/parameters. This review, based on the “Accreditation Criteria for Qualification of Inspection and Testing Institutions”, “Accreditation Criteria for Testing and Calibration Laboratories” (CNAS-CL01: 2018), “Accreditation Criteria for Testing and Calibration Laboratories” (DILAC/AC01: 2018) and other relevant criteria, standards and regulations as well as the requirements in the system documents issued by the NMEI Center, focused on the following eight aspects: the coordination of the organization, the clarity of post responsibility, the scientificity of resource allocation, the rigour of process control, the effectiveness of behavior restriction, the risk of sampling activities, the standardization of certificate reporting, and the continuous effectiveness of system operation. The panel conducted a thorough and comprehensive examination of the NMEI center through on-site review of management system documents, inspection of testing sites, check of data files, on-site tests, on-site questions, examination of authorized signatories, assessment of uncertainty evaluation, intermediate checks and proficiency test, and in the end unanimously affirmed the overall technical capability and management level of the NMEI laboratories. The panel leader reported the results of this review: the panel recommends the 35 test objects, 676 items/parameters and 210 test standards submitted by NMEI center for accreditation.

Next, the laboratories under NMEI center will put standardization, quality improvement and brand building high on its agenda and make unremitting contribution to the national strategy of building China into a marine and manufacturing power.
